As the City Municipal Judge Marian Pfenning is responsible for presiding over all city municipalities.  Since her appointment she has established standardized operations and forms for the municipal court and , with the help of Court Clerk Joyce Mahoney, has developed a system that has greatly increased the income collected from fines and fees.

Ms. Pfenning is a native Oklahoman.  She grew up in Jefferson County and graduated from Ryan High School.  She holds a Bachelor's Degree in Education from the University of Oklahoma, a Master's Degree in Counseling from Southwestern Oklahoma State University, and a Doctorate in Law from the University of Oklahoma.

After teaching at Holdenville, OK, Roswell, NM, and Weatherford, OK, she moved to Hobart in 1970.  While in Hobart she taught and was Middle School, High School, and a special Native American Counselor.  She also worked as counselor for Upward Bound and a variety of youth camps during the summer.

Immediately following the completion of her law degree Ms Pfenning was associated with the firm of Luttrell, Pendarvis, and Rawlinson in Norman, OK until her return to Hobart.  As well as being a licensed attorney, Ms. Pfenning is a state-certified mediator and, in addition to her private mediation practice, was a pro bono mediator with the Agricultural Mediation Program of Oklahoma for ten years.

Ms. Pfenning is married to Sam Allen Pfenning, a Kiowa County farmer.  They have four children; Lisa Pryor, who works for the State Department of Education in Oklahoma; Steve Morris, who teaches advanced math in Allen, Texas; Mac Morris, an attorney in Plano, TX specializing in criminal defense in Texas state and federal courts; and Kyle Pfenning, of Hobart, who is a licensed riverboat pilot on the Mississippi River.

The Pfennings are members of the Hobart United Methodist Church, where Ms. Pfenning is the Lay Leader and Mr. Pfenning is a certified Lay Speaker.  They are long time supporter of the Kiowa County Junior Livestock Show and the Hobart Friends of the Library.  Ms. Pfenning is an avid amatuer photographer, and  has supplied many of the photos used by the Hobart Chamber of Commerce and the Main Street Program in their publications and grant applications.  A lot of her photos will be seen on our web site as well.
